NEOM is a rotary market by design: the sites are spread across terrain that roads do not yet serve well.
The development spans mountain, desert and Red Sea coastline in the north-west of the Kingdom, and the distances between working areas are substantial. That is exactly the case for rotary flying — moving investors, executives, engineering teams and inspection crews between the airfield, the coastal areas, the mountain sites and the construction fronts in minutes rather than hours of off-road driving.
NEOM Bay (OENN/NUM) is the established access point for fixed-wing arrivals, and rotary legs continue from there. Every landing site inside the development is controlled: access requires the project's own clearance and security procedures in addition to civil aviation approval, and site pads have their own limits. Nothing here is a standing arrangement.
Practical planning is about approvals and daylight. Routings are approved by the General Authority of Civil Aviation, coastal and border airspace in the region is restricted, and heat and dust affect performance and visibility. We confirm the operator, the approval and the site access before quoting, and we plan around morning windows rather than assuming an all-day capability.

Seasonal and weather patterns
November to March gives the most comfortable conditions and the heaviest visit programme. Summer brings heat that reduces payload and pushes flights to early morning, and spring dust can cut visibility along the coast and in the interior.

Most work here is planned in daylight. Night capability depends on the operator, aircraft, crew qualification and the site's lighting, and is confirmed case by case.
